Bob Pennington

Bob Pennington joined Raymond James in April 2003. He oversees the Kentucky Public Finance group and leads the team’s national USDA Rural Development Finance initiative. This includes innovative financing options for water and environmental, community facility, and energy projects that are credit-enhanced through various USDA programs.

From 1989 to 1993, Bob worked for the Commonwealth of Kentucky with the Office of Financial Management (Kentucky Infrastructure Authority) as a financial analyst. From 1993 to 2003, he worked for both Hilliard Lyons and Kirkpatrick Pettis as a public finance banker.

Bob graduated in 1988 from the University of Kentucky with a Bachelor of Business Administration in finance. He resides with his family in Frankfort, Kentucky, and has four daughters, Molly, Emma, Lily and Kate.


Nick Roederer

Nick Roederer joined Raymond James in April 2003. Previously, he served as a vice president in the public finance department at Kirkpatrick Pettis. Nick specializes in USDA project financings locally and throughout the country. He has served as public finance banker to the Kentucky Rural Water Finance Corporation, Florida Utility Financing Commission, Pikeville Medical Center, Appalachian Regional Healthcare System, Missouri Public Utilities Commission, Minnesota Rural Water Finance Authority, and the Wisconsin Rural Water Construction Loan Program Commission. His services to these issuers have included debt structuring, program management, asset and liability management, rating agency presentations, complex cashflow scenarios, bond proceeds investment structuring, and ongoing financial compliance.

Nick received a Bachelor of Science in Business Administration with a focus on finance from the University of Louisville. He holds the Series 7 and Series 63 securities licenses. Nick resides with his family in Louisville, Kentucky, and has one son, Grayson, and one daughter, Bella.


Kristen Millard

Kristen Millard joined Raymond James in 2003. She has 13 years of industry experience concentrated in financings utilizing the USDA Rural Development programs and in general municipal government finance for both individual issuers and statewide lending programs. Kristen also manages a pooled lending program for the Kentucky Rural Water Association, and has served as financial advisor on more than 50 transactions for more than 180 cities and water districts through the Kentucky Rural Water Finance Corporation program. Prior to joining Raymond James, Kristen was employed by Kirkpatrick Pettis.

She graduated from the University of Kentucky in May 1998 with a Bachelor of Business Administration in finance and marketing. Kristen and her husband, Eric, have one daughter, Elise.


Michael Kirby

Michael Kirby joined Raymond James in 2012 to focus on USDA-related banking activities throughout the nation. Most recently, he spent more than five years with ArborOne Farm Credit, a lender and member association of the national Farm Credit System, where he served as an assistant vice president and corporate relationship manager in the rural bond investment division. During his tenure at ArborOne, Michael facilitated the development and growth of the bond investment portfolio, which included originating projects for construction and permanent financing of rural hospitals and healthcare facilities, public education and public charter school facilities, and various renewable energy projects throughout the United States. Throughout his time at ArborOne, Michael’s group was recognized as the nation’s leader in loan volume for USDA guaranteed lending.

Prior to ArborOne, he spent many years in the commercial real estate brokerage and development industry, where he was a partner of a regional commercial real estate firm in eastern South Carolina.

Michael holds a Bachelor of Business Administration in finance from Francis Marion University. He and his wife, Charlene, have three beautiful children, Gavin, Grier and Ella Gretchen.


Rebecca Turner

Rebecca Turner joined Raymond James in 2012 to focus on USDA banking activities throughout the nation.
